In Feburary 2016 02,
Click the 'Start' menu, then click the 'Control Panel' option.
Click the 'Windows Firewall' option in the menu.
Click 'Allow a program or feature through Windows Firewall,' then click 'Add' in the menu.
Select your 'MySQL' program from the menu and click the 'OK' button.
Reopen MySQL to work without the error.
