Log in to Joomla admin and navigate to the 'Content' and then 'Article Manager' section. Select the page where you would like to add the link and anchor. Click on the title to open the page content.
Navigate to where you want to add the anchor and click on this section of text in the editor. Select the anchor button in the editor toolbar options at the top of the page. This will open a popup. Enter a unique name for your anchor and click 'Insert' to save the changes and close the popup.
Create a link to the anchor. Select a piece of text that will be clicked on to take you to the anchor text. Click on the image of a link on the toolbar at the top of the editor. A tooltip with the text 'Insert/Edit Link' will appear when you scroll over it. In the popup, select 'Link to anchor in the text' as the 'Link Type' option. Select the anchor created in the previous step and click 'OK' to create the link.
Click 'Save' in the page editor to close the page and save the changes. Open the page in a browser to test that the anchor and link work properly.

Select a link, image or form element on a Dreamweaver page. Click the 'body' tag in the lower-left corner of the document window to attach a behavior to an entire Web page -- for example, opening a popup window that welcomes visitors to your website.
Select 'Behaviors' from the 'Window' menu. Click '+' in the Behaviors panel and select an action, such as 'Popup Message.'
Enter the parameters for your selected action. You can enter 'Welcome to my website' for the popup message, for example. Each action has a different dialog box with specific parameters and instructions that apply to the selected action. Click 'OK.'
Change the event that triggers the action in the Behavior panel if it is not the trigger event that you want. In our popup window event, the onLoad event is the default event. You could change the trigger event to 'onUnload' and the message to 'Thanks for visiting. Come back soon!'
Click 'File' and 'Save.' Preview your Web page to test your changes by pressing F12.
